We do not set a cap on CPU usage by default but we do monitor for VPS with consistent 100% CPU usage and may CPU limit VPS's displaying this behavior. Since each VPS shares physical hardware with other VPS's, constant 100% CPU use degrades the service quality for other users on the same node.
